An Apology


As a citizen and taxpayer here in Dried Salmon County I want to be first to go public and say I’m sorry on behalf of those who have been hired and elected into office, who obviously are unable to apologize when they screw up.

This apology goes out to Don Schreiner and his lovely wife Marilyn who will be leaving our community next week to begin their unintended early retirement.

Don was the leader of the County Health and Human Services Department. Don worked quietly but he accomplished a lot during his career. He was the cornerstone and foundation under the Coastal Family Health Center, a clinic that was created to treat those who cannot afford healthcare.

Unfortunately, Don had two employees who screwed up. It is impossible to know what your employees are doing at all times, but this reflected poorly on him. But then the District Attorneys office decided to investigate Don; they found nothing. They investigated him again; placed him on administrative leave and still found nothing. He may have been investigated even a few more times yet nothing was ever found to link him to the screw up in the HHS department. Being investigated as often as Don was over this case virtually took away any chance of his leadership ever being respected again. Don saw this and decided to retire rather than keep his department running under a cloud.

I can see that once the DAs office locks on to you it’s like trying to knock a bulldog off a meat wagon. They don’t quit until they end your career, ruin your name and leave you in debt from legal fees. Yes, I know you are supposed to be innocent until proven guilty, but not here. It’s easier to say just enough to impeach your character and leak the story to the Daily Astorian. That’s how they get rid of you and save money while doing it. This, by the way, is not the only time this has happened here…

So Don and Marilyn, as a citizen I apologize to you and thank you for all you have done here in our community. I hope your retirement years are rich and full.

Mr. Schriner's problem was with his boss, the County Manager, Scott Derickson. Maybe someday the real story will come out on that.
Some things are public record if you are interested in operating on anything more than rumor and gossip.
Ever notice how many people have left/quit/been fired from the Health Department?
What were all these other investigations you are talking about?

Yes, Scott did take the wind out of the sails by placing him on administrative leave, however this should have been investigated by the state health commisioner, not the DA.

As for another family in ruin, the person's first name starts with a W, and on a whiff of a rumor the bulldog on the meat wagon left this family with so much debt they had to sell their home and now the wife is in stage 4 cancer, which I don't blame on the DA, however the legal bills could have been better used for medical bills.

I am presently reading "The Smoking Gun" and there may be a nasty pattern here. I do have to hand one thing to Josh. It is a difficult job for crappy pay. No one was even there to challenge him in the last election because frankly who can stand being on the that end of the stick. But fairness above all must reign. Just as you think I came with this story half cocked and on rumor, that is often all he has to go on when he does his job. Sometimes you eat the bear and sometimes the bear eats you. In the case of Don, I think that both Don and the bear were eaten.
Once the smoke clears on his departure I will be happy to tell you my source.

How can you hand anything to Marquis after reading the book?
You are right, Marquis does his job half cocked and on rumor.
I heard Dr. William McIver has filed a suit against Marquis and has been invited to give his side of the story on the motherinterupted show.

your right there is a pattern. DA Marquis likes to talk to the jury pool as well as the media to help serve his purposes. Better a DA in Astoria than Attorney General whre he can ruin a lot more lives for his glory. He is a gun slinger and we are all just notches on his gun.

Not as much as those he doesn't have a case agaisnt, whose lives he's ruined in the process. Your second post on your blog was correct. He is an embarassment to this county.

It would be interesting to know why, a over-qualified County Health Mananger would leave. Very sad for the County. He brought rural health care to the County.
Also interesting to know WHY the NEW head of "Department of Corrections" was here and gone?

What a sad sad story about the Mclarens's. I don't remember reading anything in the newspaper, I could have been out to lunch for a few years. Now I read everything!
Sounds like Marquis over spent tax payers money to prosecute Cain. Why did it take so long and was it worth the money? I was shocked when I read, Marquis wouldn't prosecute any of Cain's arrests? How can that be so, he was still employed by the Seaside Police????
Were they just traffic tickets?

How do you know two County employee's screwed up? Their not guilty yet! Could be they will never be found guilty. How did their convictions come to light?

Geez, thanks. It seem this story is taking on a life of its own. As for the two employees, yes you are right. I was influnced by all the leaked information and my mind told me they screwed up... See he got to me, too.

I am sorry as well. Clatsop County had one of the best Health Director in the nation.
I would like to know what is the secret about the jail beating? One alleged murderer beating another inmate, sending him to the hospital. Why Woulnd't he have been put in a cell of his own? Was someone napping on the job?

Did you finish the book? By Jerry Spence. What do you think?
My take is the Jones were railroaded by Marquis, to further his career. Look at the money spent on Tom Cain. For what? He lost his job, which he probably should have lost long ago if Marquis was not prosecuting any of his arrests. To top it off he arrests the girl because they were watching Cain's house for 12 hours, and found them together. What a waste of time and money.

OK folks, y'all can now and get Josh's take on what has been said here.

Really, I'm just a dopy blogger (or would that be blogist) I don't have the answers. I also don't have journalistic creed that I hold dear. I just get a bug in my ear or up my ass and I write.
Hey, and if it disquallifies me from jury selection...right on!

My opinion is that this isn't one big happy county. I believe there are things done in smoke-filled back rooms here. I think there are many self serving people in politics here. The only person in politics I like right now is Betsy Johnson; she is real.

I'm glad this opened a window for discussion, and continue to do so if you wish. I will not delete any of your comments.

Please, if you have come here just for this topic I hope you will review the archives. Even if you don't like the writing you may at least enjoy the photos I post with the stories.

Now if I may suggest an article, please read the article titled "NIMBY." It is an article that all people in Dried Salmon County should read.

About the "accident" at the county jail. What did happen?
Why, would anyone ask the DA any of the above questions? He is not going to answer unless it fits his agenda.

I just read a post to Josh Marquis on Clatsop County Matters, interesting. The claim was Marquis wanted to give the abused children back to their abusive Mother, yet he hunted a good mother for 4 some years(Mclaren) to insist her kids be a ward of the State. That is not justice for all! Both cases cost much money, probably the most spent on Mclaren's case, involving the FBI, APD, other State law enforcements...wow...WHY?
She lived underground, because of the Warrants for her arrest.

You can't get much mor anonymous than anonymous. Unless you are REALLY into the black helicopter theory you know that at best a blogger can only know what ISP or domain name a poster cam from; i.e. charter.com or aol.com.

I am confused after reading the above post. Why did Marquis have two very ,very "different" versions of how the law should be applied.
#1 He tries to force an un-fit mother to take her kids back.
#2 He hunts and hunts (taxpayers money) to take a good mother's kids away.
Something is fishy is Astoria.

If your interested in another book on the same subject check out william sullivans Cabin Fever.. he and his family lived summers there in a log cabin they were building.

Its a fictional book about true events....the mystery death of the owner of the property they are connected with concerns them and they investigate it.

I've done some research, look up "indefensible blog" hosted by a well known attorney from NY. He puts Marquis in his place. Also you can look in the Boston Globe.

I don't really know. I visited his blog after he posted here and I was quickly sickened by all the Bull Shit about why defence lawyers hate him. The blog is totally a self serving political machine.
He who lies first is often most believed.

The more listening I do to what people are telling me the less likely I am trusting of any local attorney.

Someday I'm going to go off on Blair as well. I listened to him instruct the new (at the time) County Commissioners that they did not have to listen nor respond to any thing said by the public. What a douche bag. We ellected them so they would represent us and listen to us.

I found Marquis reply to "The Smoking Gun" a joke! Why is he still around? Because we are a small County? Sometimes powerful people hide in small counties, pretending to be fair and honest. How can anyone think our District Attorney is honest, after reading Jerry Spence's book? Did he leave Lincoln County or was he asked to leave?

can and will he track ISPs...you betcha baby....cause he can...and his political goals are all that matter...don't stand in his way!

Ask the questions at the next election...whatever happened to the district attorney he replaced...I heard it was a set up.

I don't know how many of the messages here are from the same or unique posters. When I wrote the piece I had no idea it would envoke so much comment. Generally this blog had maybe 20 visitors before that post and now there are over 70 hits a day.

I had no idea there was so much discontent over this elected official, and the article came quite sincerely from some Red Hat ladies at the county fair who were having a conversation.

I sincerely hope that someone will share the article with Don so he can see just how appreciated he was and still is in this county.

The question now is how does one recruit someone to run against the encumbant. Last time it was a vacant position, and I'm sure the present DA is smart enough to not leave a trail that will sink him.

I'm glad the citizens are keeping a watchful eye on the situation. There are new questions about a beating in the jail, which I know nothing about, and frankly I'm too lazy to investigate. If there is indeed something fishy, hopefully someone in the know will step out and air what they know.

Thanks for reading, and though most of my posts do not envoke any comment, I'm sure something else will come up that will stir the pot. I've been blogging for only four months and I'm surprized that I can come up with something to write about every day.

It came about after this article. He posted notice here that the feature was added. It was probably an attempt at spin control, but no one seems to trust him enough to ask a real question because it is very easy to track an IP number of anyone that even visits his blog let alone leaves a comment. Don't be fooled, anonymous isn't anonymous.

So now that no one is asking hard questions I'm sure he'll just think things are fine and dandy.
